Absolutely maybe!
If you've got a large room and want full, powerful sound at higher volumes, then yes you'll want a good pair of floorstanding speakers. A pair of bookshelves in that environment would be well out of their depth.
That said, some stand-mount speakers like the Wharfedale Linton Heritage (and the larger Super Linton) deliver near floorstander performance with great clarity and range. Smaller 2-way bookshelf speakers, like the Acoustic Energy AE100, are perfect for medium rooms and can sound fantastic, just with less bass and volume.
Pairing bookshelf speakers with a subwoofer can also give you a surprisingly full, floorstanding-like sound.
